The drop in clock cycles will result in decreased energy consumption, we might be able to run our machines from solar panels.

Yes. As an example, there is no reason that we can't build a very powerful artificial brain for a bipedal household robot sporting millions or even billions of very small parallel processors that needs no more energy to run properly than the human brain. The reason is that the machine's clock would not have to be faster than a few thousand cycles per second. This is the future of computing.
